ESI ARrears is appilicable on basic arrears, hra arrears, special pay arrears (all these are one time arrears) bcz in ESI in for employees welfare & in every field co can conpensate with employees on the matter of giving arrears.

I my personal opinion that If arreras of salary and salary total exceeds minimum limit Rs.10,000/= p.m. and the exceeds the I half or II half period (Apr- Sep) or (Oct - Mar) for that persons & that portions need not to pay ESI. Please clarify ESI authority with complete details.

Esi applicable on up to 10,000/- Salary p.m. It’s diduct Any kind of arrears in salary except shoes and Washing allownces. Plz veryfy with ESI Authority.

ESI is applicable on all the heads which you have mentioned.
From Oct 2006, ESI limit is exceeded from Rs 7500 to Rs 10000.
Esi is always applicable on Gross salary & arrears ( Please go through the "applicability" ESI Act u will have more clarity).
