I think u r very vague in specifying your requirements. first u must let us know what kind of activity is carried out at your shop floor. what kind of machinery equipment are being used there. what are the procedures in place. Is the permit to work procedure is in force, if it is so, then it usually take care of all safety issues. what kind of fire is likely to break considering the nature of activity, level of training already given to the workmen. safety is a very serious business hence need to be viewed with utmost seriousness.
