first charge sheet
than order of domestic enquiry if expanation of chage sheet given by individual is not satifactory,
domestic enquiry as per principle of natural justice
punishment if charge prooved during enquiry

ideal process is
1) verbal warning
2) written warning
3)show cause notice No.1
4) show cause notice No.2 (for same reason)
5) show cause notice No.3 (for same reason)
6) charge sheet where charge sheeted person is given full opportunity to defend
Above are the ideal standard steps taken in any good organisation with culture. It must be always remembered that any disciplinary action must always be aimed at rectification, correction in behaviour and not to punish and remove the person. Termination must always be a last resort.
