Great topin and great leading. I am a soft skills trainer and in my opinion, everyone of us is a leader. But we don't respond to situations because of our attitudes. And attitudes are developed in line with the kind of environ, the kind of education we received and the kind of experiences we had. Those who came out of troubles by the hardway responded to situations and became situational leaders, like Gandhiji. They are not born leaders but they are made.
But in some cases, people lead right from their childhood. In their schools, in their neighbourhood, in their friends and pals, wherever they are they are in the habit of taking initiative and leading. This happens automatically, with out even with their effort. These are leaders born.
Now, training will only add value and exposure. Training can not make leaders, unless the person has some innate and inborn qualities of leadership.

Leadership is defined as the act of influencing the behavior of another person. In an organisation, a leader has to influence all the members to carry out the various activities.
Leadership skill can be developed through continuous practice. Every person has the ability to improve his/her leadership qualities.
I agree with KS Rao, that there are people who are born to be a leader. These people identify the two important issues - Knowledage and People. They know the importance of knowledge and people and use them effectively and efficiently.
