HR manager should have good negotiating and convencing skill especially when it comes to negotiating with Workers Unions.
He should have knowledge of past events and IR events and happenings of other organisations as these might become handy while negotiation.
While negotiating salary structure for example it is useful to know the incentive perks and fees given by other companies.
In case of posting employee the growth potential of an employee and morale boosting should be borne in mind.
In short - have that human touch.

To be a best HR Manager - first - Effective Communication. you must just know how to manage all kinds of situation with the way your communication.
Second good knowledge of the company policies / industry policies/government laws
Third - u must be fair to all personnel irrespective of their (skills, education, color, race,nationality, religion etc., ) at work its only good work that matters.,
With all the above qualities you can win through any human behavior -(handle any situation, convince, console, guide, advise, etc.,)

Dear all,

No I do not agree with the thoght that HR managers are the best who thinks for the organisation.
In my opinion HR mangers are those who mostly disturbe and try to frustrate our one of the most important resources that is "MAN".
They usually talks hypothetically rather in practical.
By floating such message by the HRians is not good , this is prooving my statement of damaging the " MAN " other than HR in any organisation.
It is the team who runs any organisation and HR is also very important part but I am sorry " They should not think and promote like this"
