I am attaching a Learning Model that I developed (and use) for workforce development. Eventhough this model is designed in relation to a national industrialisation strategy, the model can be adapted for any learning situation.
The emphasis here is on demand-driven learning hence it is heavily weighted towards Return on Investment.

Training needs assesment is most important to make a schedule for the training programme b.coz you arrange training programme for number of times bu if you can not assesment of it so it can't give find out of your training programme
